They are also assisting in the seizure of illegal products in Aberdeen stores to ensure the health and safety of citizens. However, despite these measures, the council has received an increasing number of complaints from the public and retailers regarding underage e-cigarette purchases.
Proxy purchasing refers to the act of adults purchasing goods such as e-cigarettes and cigarettes on behalf of minors. Currently, selling e-cigarettes and cigarettes to anyone under the age of 18 is illegal, but there have been reports of children as young as 12 using these devices. Some young people, when denied sales at stores, seek out adults outside to assist them in purchasing the products and pay in cash. This behavior constitutes a criminal offense and, although enforceable through regulatory bodies, is difficult to detect and prove.
In the entire Scotland, there has been only one law enforcement action against proxy purchases in the past 13 years. To address this issue, the local council will continue to take measures, including banning cash sales, to ensure that minors cannot easily access these age-restricted products.
