Antigua and Barbuda, Belize, Republic of Cameroon, Cape Verde, Central African Republic, Côte d’Ivoire, Egypt, Falkland Islands, Gambia, Guinea-Bissau, Kosovo, Lesotho, Malawi, Mauritania, Morocco, Sierra Leone , Somalia, South Sudan, Tajikistan, Tunisia, Western Sahara and Yemen have not yet established a minimum legal age for purchasing tobacco products.
To make matters worse, the legislatures of the 22 countries do not appear to have any plans to propose a legal minimum age for purchasing tobacco products anytime soon.
The governments of many of these countries lack the funds to adequately address most of the problems I have mentioned. As a result, it is impossible for them to allocate funds to send police officers and policewomen to check whether stores are selling tobacco products to people under 16 or 18.
Because in many countries the minimum age for purchasing tobacco products would not be enforced, politicians did not consider the proposed minimum age for purchasing tobacco products.
Because the population in these countries goes to school less than in developed countries, and because some of the countries listed have high rates of illiteracy, adolescents living in these countries are less likely to be able to attend school than adolescents and preteens living in more economically developed countries of adolescents have a better understanding of all diseases caused by tobacco use.
The minds of preteens and adolescents are more impressionable and malleable than adults, which is part of the reason that preteens and adolescents are so prone to becoming addicted to tobacco products.
Adolescents in developing countries cannot afford to become addicted to tobacco products. Because of the prevalence of poverty in many parts of these countries, people need to save most of their income so they can afford food, clothing and medical care.
