Dutch Proposal to Standardize E-Cigarettes: Aiming to Reduce Youth Appeal

The Dutch Ministry of Health, through its National Institute for Public Health and the Environment (RIVM), has put forward a proposal to standardize the functionality and appearance of e-cigarettes. This initiative, reported by Vaping360 on May 31, seeks to diminish the products’ attractiveness and ease of use, particularly to deter use among young people.

Standardization Strategy to Curb Youth Vaping

The proposal, detailed in April by the RIVM, titled “Options for reducing the attractiveness of e-cigarettes through adjustments to their appearance and function,” focuses on modifying e-cigarette designs to make them less appealing to the youth. The RIVM has identified several features that make e-cigarettes attractive to younger demographics, including their discreteness, aesthetics, technological characteristics, convenience, ease of use, modifiability, and efficient nicotine delivery.

By standardizing these features, the RIVM believes it can reduce the incidence of young people starting to use these products. The proposal suggests that e-cigarettes could be made less appealing by adopting more uniform, perhaps less visually appealing designs, such as dark colors and printing health warnings directly on the devices.

Aligning with Global Health Recommendations

The move by the RIVM aligns with recommendations from the World Health Organization (WHO), which advocates for prohibiting features in e-cigarettes that enhance their appeal. This includes regulating product colors, characteristics that allow user manipulation, and elements that affect the power of nicotine and harmful substance delivery.

Additionally, the organization has influenced the formulation of permissible e-liquid ingredients, including the exclusion of known carcinogens. It has also played a role in postponing the implementation of a flavor ban, advocating for a more phased approach.

Research and Development Needs

The proposal acknowledges that more research is needed to identify which specific design characteristics will effectively minimize e-cigarette appeal to young people. This ongoing study will help refine the approach to ensure that it effectively reduces youth interest in vaping without unduly restricting adult users who may use these products as a smoking cessation aid.
