Tobacco merchants in border areas, particularly those near Italy and Spain, express significant concern over the potential impact of this policy change:

  • Competitive Disadvantages: In countries like Spain, where cigarette taxes are considerably lower, the price of two cartons of cigarettes is around 107 euros—just half the cost of similar products in France. This disparity could drive French consumers to purchase tobacco abroad, adversely affecting local merchants.
  • Economic Impact: French tobacco sellers fear that the lifting of restrictions could lead to a substantial loss of customers, as was voiced by merchants during a parade in February protesting the government’s reform.
