The Supermarket Giant Tesco is Launching a Range of 12 Elf Bars in UK This Week

Convenience retailers fear the arrival of fast-growing vape brand Elf Bar into Tesco this week will impact their sales.

The supermarket giant is launching a range of 12 Elf Bars with convenience retailers concerned it will further encroach on their trade with sales having been impacted already when Morrisons and Asda began stocking the brand earlier this year.

“It’s a big thing for us retailers that are selling shed-loads of it, but it was inevitable,” said Best-one retailer Kay Patel.

“Tesco has probably held off so far because they thought it was just a short-lived fad, and the fact it has so many issues around underage appeal and waste. But now they’ve seen the sales and they want a bite.”

Nisa retailer Kishor Patel added: “The mults will move into where there is profit opportunity. But they will take sales from us with cheaper pricing by killing their margin.”

Londis retailer Atul Sodha also suggested he may have to reduce the price of Elf Bars to compete with Tesco, which would impact his margin.

“Thankfully, we’re now also stocking Lost Mary, Crystal and Klik Klak vapes, which hold better margin and help us grow the category,” he explained.

Retailers also expressed confidence in their category expertise as a point of difference from the supermarkets.

“We can offer one-to-one advice that a Tesco sales assistant can’t,” said Premier retailer Serge Notay, who carries 21 flavours of Elf Bars. “We have the advantage of being there first and have established footfall. Plus, with new flavours coming out we can adapt quicker than a multiple.”

Costcutter retailer Sue Nithyanandan added: “The independents shouldn’t be worried, as Tesco is just following what we do best. It’s not going to be easy for them. I know how efficient you have to be in managing this category.

“I have a staff member who specialises in vape, which also allows us to get customer feedback. People have to be sure before trying anything new, and we give that service.”

Filco Supermarkets MD Matthew Hunt said: “This market is so fast moving, with new flavours and so forth entering all the time. The mults don’t do this very well so I wouldn’t be too concerned as we can move far quicker than they can.”

The vaping category has become a big part of trade for convenience stores, holding strong margins for retailers and acting as a key footfall driver. According to IGD Research, tobacco and vaping is the largest category in convenience in terms of sales, growing by 13.3% since 2019.

Brand RELX Releases 2021-2022 Annual CSR Report

 RLX Technology (NYSE: RLX), known for its RELX-branded e-cigarette products, released its annual corporate social responsibility report Envisaging a Better Future recently, highlighting its effort in market responsibility, research and development investment, environment protection, employees career and corporate governance.

According to the report, RLX has further enhanced on its investment in product quality and vaping science. Since its inception, RLX has invested RMB 800 million in R&D. RLX has established its laboratory matrix consists of eight labs for different purposes, and developed a “1+4” science research chain covering product quality, physiochemical research, toxicology research, long-term impact assessment and clinical research.

In March 2021, RLX launched the first e-cigarette clinical research project in China. In February 2022, RLX started the first clinical study on the safety of e-cigarettes in China. Both of the two projects were successfully registered on Chinese Clinical Trial Registry. Various researches led by RLX and renowned research institutions were published in prominent academic journals such as Ecotoxicology and Environmental Safety and Chinese Journal of Drug Abuse Prevention and Treatment.

By June 2022, RLX has applied for over 610 patents globally, covering vaping device design, e-liquid formula, electric control, smart device and released content.

Environment protection is another highlight in RLX’s CSR report. In September 2021, RLX started the Pods Reborn recycling program with China Siyuan Foundation for Poverty Alleviation. By June 2022, the program had been carried out in 188 cities in China and over 16,000 stores were equipped with a used pods recycling bin.

As part of endeavor of the Amur Tiger and Leopard Conservation Project RLX started with China Green Foundation in 2020, RLX has planted a total of 20 ha of eco-fields in Zhen’anling Village, Hunchun city, Jilin Province to ensure the amur tiger and leopard have sufficient food supply. RLX has also organized a patrol team to regular remove animal clips and traps in the woods, while tracking data of the wild animals. By the end of 2021, the total patrol distance of the RLX Tech Patrol Team had reached 12,600 kilometers.

In April 2022, RLX has also launched its net-zero carbon emission plan Aim for Zero to achieve carbon neutrality in its direct operations by 2033 and along the value chain by 2050.

According to Aim for Zero, RLX will take eight major initiatives including plastic reduction, waste reduction, promoting the Pods Reborn program, establishing a green supply chain partner mechanism, reducing product carbon footprint and introducing zero-carbon products, creating a zero-carbon plant and a green store and reducing carbon footprint in office and during business travel.

Regarding to RLX’s market responsibility, the report said that by the end of 2021, RLX had opened more than 24,000 stores in more than 300 cities, creating about 370,000 jobs across the industry chain.

Chinese and European e-cigarette associations sign Code for Responsible Marketing

The European e-cigarette association Independent European Vape Alliance (IEVA) recently decided to update its Code for Responsible Marketing in order to demonstrate the responsibility of the industry when it comes to youth protection. The “E-Cigarette Professional Committee of China Electronics Chamber of Commerce (ECCC)” now also has signed this code. This is a very good sign of responsibility.

The Code for Responsible Marketing contains 14 mandatory principles. The main focus of the code is that “e-cigarette marketing should not make vaping seem appealing to minors”.

Dustin Dahlmann, President of IEVA: “As confident as we are that e-cigarettes have significant harm reduction potential, we also recognize that they must be marketed responsibly. The signatories therefore only address adult smokers and e-cigarette users with their advertising and marketing to inform them about the products. Youth protection is imperative for us. We are very glad that we agreed on this with our dear colleagues from China.

Here are some of the principles from the Code:

  • “Warnings: E-cigarette advertisement must contain clear warnings and references that the ad is exclusively intended for adult smokers and vapers.”
  • “Placement: E-cigarettes may not be advertised in establishments or at events which are mainly frequented by children and teenagers. A minimum distance of 100 meters must be maintained to the main entrance of schools.”
  • “Appeal to minors: E-cigarette advertising abstains from using cartoon characters and other fictional characters that could trigger the interest of minors.”
  • “Product design: The products must not be designed in any way to be particularly appealing to minors. Appealing in this context is the presentation using comic figures, the depiction of candies and generally any visual representation that can attract the attention of minors in a special way.”
  • “Health Professions: Advertisement for e-cigarettes does not contain persons, who represent health occupations or create the impression that the products would have a medical effect.”

China imposes blanket ban on sale of flavoured e-cigarettes but exports will continue

In a major crackdown, China on Monday banned the sale of flavoured e-cigarettes across the country. The ban is an attempt by the Chinese government to keep underage vaping in check which had been growing steadily.

Reportedly, the ban will only affect the flavoured vaping devices as the tobacco variants will continue to be produced. However, a survey has shown that tobacco e-cigarettes account for a tiny percentage of the total sales figure. Meaning, the move has the potential to end the vaping culture in China for good. 

Under the sweeping ban which came into effect on October 1, no sale of e-cigarettes will be allowed on online platforms. 

Additionally, the companies will have to add a warning label to devices citing they are harmful and must not be consumed, especially by school children. 

Relx, a company that commanded the Chinese vaping market with a 70 per cent share has lost over 95 per cent of its stock value after the government started mulling the proposal. The ban effectively is like a death knell for companies like Relx. 

While China is banning the sale of such devices domestically, it will continue to export them to countries globally. The total exports from China stood at $19 billion in 2021 which was a whopping 180 per cent increase year-on-year. 

According to a Reuters report, flavoured disposable vaping devices account for one-third of US e-cigarette sales, up from less than two per cent three years ago. The majority of these devices are exported by China. 

While initially vaping products were dubbed a ‘valuable aid to quit tobacco’, their apparent ill health effects have forced governments across the globe to set guidelines and some sort of restrictions on their sale.

As reported by WION, in June, the European Union proposed to ban the use of flavoured heated tobacco products.

“With nine out of ten lung cancers caused by tobacco, we want to make smoking as unattractive as possible to protect the health of our citizens and save lives,” said EU health commissioner Stella Kyriakides in a statement.

Meanwhile, the American Food and Drug Administration (FDA) in January 2020 banned all flavours except tobacco and menthol in Juul and other cartridge-based e-cigarettes.

The Latest  GSTHR Estimate Shows a  Significant Rise in Vaping Globally


The GSTHR project, a report by UK public health agency, Knowledge•Action•Change (K•A•C), equated the 20% increase to 82 million in 2021 from 68 million in 2020. The figures available in the new GSTHR Briefing Paper were based on 49 countries and were obtained by combining data from different sources including the 2021 Eurobarometer 506 survey.

Discussing the findings, GSTHR data scientist Tomasz Jerzyński highlighted the increased vaping rates in specific regions. “As well as the substantial growth in the number of vapers globally, our research shows there has been rapid uptake of nicotine vaping products in some countries in Europe and in North America. This increase is  particularly significant, because in most markets, these products have been available for only a  decade.”

The report revealed that the largest vape market is the US at $10.3 billion, followed by Western Europe ($6.6 billion), Asia Pacific ($4.4 billion) and Eastern Europe ($1.6 billion). Addressing the importance of this research, KAC Director and Emeritus Professor at Imperial College London, Professor Gerry Stimson, said that when taking into account all the propaganda and efforts against vaping, these figures are very encouraging.

“As this updated data from the Global State of Tobacco Harm Reduction shows, consumers find nicotine vaping products attractive and are switching to use them in increasing numbers worldwide. This is in spite of prohibitive policies in many countries who  follow the World Health Organization’s anti-scientific stance against tobacco harm reduction, thanks  to Michael Bloomberg’s billions and his personal zeal for a war on nicotine.”

“In order to reduce the devastating harms from smoking that lead to eight million deaths every year, governments must be pragmatic. As a tool to reduce harm, nicotine vaping products, as well as other  safer nicotine products, should be accessible and affordable to people around the world who want to  switch away from deadly combustible cigarettes.”

California Teen Tobacco and Vaping Rates Continue to Drop


California’s T21 law seems to have had positive public health effects on 7th, 9th, and 11th grade students across California.

The California Healthy Kids Survey (CHKS), reported that in 2021, only 1% of 7th and 9th graders and 2% of 11th graders reported smoking, which is defined as having smoked a cigarette on “one or more days” in the 30 days prior to the survey. The compiled data indicated that since 2015, smoking has declined by 50% among 7th graders, 75% among 9th graders, and 71.4% among 11th graders.

Moreover, vaping rates have also declined. The survey found that vaping rates peaked in 2015 with 7% of 7th graders, 13% of 9th graders, and 14% of 11th graders reporting having vaped in the 30 days prior to the survey. While in 2021, the rates reached an all time low with only 2% of 7th graders, 6% of 9th graders, and 10% of 11th graders reported current e-cigarette use.

California’s Tobacco 21 Law

Other data released earlier this year looking into the effects of California’s 2016 law, which raised the legal age for tobacco sales from 18 to 21 (T21), also reported positive trends. In 2016 California passed a regulation raising the tobacco sales age limit from 18 to 21. Conducted by the Prevention Research Center of the Pacific Institute for Research and Evaluation, the study titled, “New research investigates the effects of California’s tobacco 21 minimum sales age law,” looked into the effects of this measure.

The compiled data indicated that the T21 law has had positive public health effects on 7th, 9th, and 11th grade students across the State. The findings were summarized on News-Medical as follows:

“Reduced prevalence of lifetime smokeless tobacco and e-cigarette use, and past month smokeless tobacco use in the overall student population.
Increases in prevalence of past month e-cigarette use.
Reductions in lifetime and past-30-day use of all tobacco and nicotine products among Latinx youth.
Differential, but positive public health effects for other racial and ethnic groups.”

South Africa: Proposed ‘Vape Tax’ Could Double Prices


Discussing the tax at a standing committee on finance, BAT spokesperson Dane Mouyis said that according to their data, vaping products account for less than 0.5% of the entire nicotine product market of South Africa. However, he added, there is an over-proportioned number of retailers who are manufacturing and selling their own e-liquids.

He said that data by Oxford Economics found that in order for tax to reach its objective, a rate of R1.45/ml should be the absolute upper limit of the duty. While, Asanda Gcoyi from the Vapour Products Association of South Africa (VPASA) warned that the tax would drive price increases onto the consumer, and one could see the average price of vape products increase by 138% and e-liquid consumption drop by 36%.

The Control of Tobacco Products and Electronic Delivery Systems Bill

Meanwhile, a new tobacco bill which would replace the decade old Tobacco Products Control Amendment Act, is in the process of being finalized. The Control of Tobacco Products and Electronic Delivery Systems Bill, has been in the works since 2018 and was announced by Deputy Health Minister Joe Phaahla in 2020. It would prohibit smoking in public spaces and set in place stricter e-cigarettes regulations, that include restrictions on the use, marketing, and sales of certain tobacco products. Moreover, it would set in place a provision allowing the government to implement a “100% public cigarette ban.”

The government’s failure to process the bill has frustrated public health experts, who say the country has fallen behind global best practice. The 2008 Tobacco Products Control Amendment Act currently in force, has not been updated in over a decade and therefore contains no provisions to regulate new-generation products such as vapes.
